Title: How the synergy of international cooperation, science-research, and human involvement is fueling space industry development

Azercosmos: Azercosmos, Space Agency of Azerbaijan is in the space more than 13 years and it started as satellite operator with its satellites back in 2010. Starting from there till today, Azercosmos has implemented large-scale satellite-based projects, capacity building and space awareness activities, and created global partnerships to achieve development and prosperity within Azerbaijan Space Program. All these has unveiled a gateway to assemble the international space family in Baku for creating, innovating, and contributing in the space sector for the benefit of the world. So, as a Space Agency, Azercosmos is a proud host of world’s prestigious global space event – the International Astronautical Congress (IAC). Held in Baku in 1973 for the first time, the IAC will return to Azerbaijan in 2023, after a half-century. The theme of the 74th Congress to be held in capital of Azerbaijan on 2-6 October is: “Global Challenges and Opportunities: Give Space a Chance!” As the transportation, business and space hub of the region, Azerbaijan will ensure the greatest benefits to all the participants of the upcoming IAC. Baku Congress is an exclusive platform for space contributors, scientists, researchers, space experts, youngsters, leading and mid-range space companies from Europe, Middle East, Central and Eastern Asia.
The players of international space platform will meet at Baku Congress and be part of the discussions on how space can benefit in tackling global issues, how we, actors of this community, can collaborate, where possible, even unite the efforts to use space for the benefit of humanity.

Bio: Dunay Badirkhanov was appointed as the Vice-Chairman of Azercosmos, Space Agency of the Republic of Azerbaijan in 2018. He joined Azercosmos in 2011 as a member of core team to receive international trainings in satellite engineering and operations in order to get prepared for the launch and operations of the first satellite of Azerbaijan – Azerspace-1. As a Satellite Operations Manager since 2013 he coordinated the development of the concept of operations, in order to support satellite telecommunications services. In 2014 Mr. Badirkhanov participated in the development of earth observation infrastructure of Azercosmos in scope of the launch of Azersky – the second satellite of Azercosmos. Since 2016, as a Director of Satellite and Ground-based Systems Department, he managed the process of preparation for the launch of Azerspace-2 satellite, which took place in 2018. Mr. Badirkhanov actively participates in activities of International Astronautical Federation since 2019. He is International Program Committee Co-chair for 74th International Astronautical Congress. Mr. Badirkhanov received a MSc degree in Mechanics from St. Petersburg University in 2009.

Title: Space It Up – The Italian Partnership for Space Science and Engineering

Abstract: The Space It Up Project aims to gather Italian expertise, synergies, and complementarities in Space science and engineering and conduct fundamental research focused on Earth Observation, Extraterrestrial Exploration, Satellites, and Remote Sensing. The consortium has 33 members, including universities, research centers, and large, medium, and small enterprises. During the first three years of activities, Space It Up will hire hundreds of Ph.D. students and researchers to work on nine Spokes and some 45 workpackages. Spokes 1 to 4 focus on models and technologies for Space science and engineering, including satellite systems, system engineering and digital twins, and remote imaging and non-imaging sensing. Spokes 5 to 7 focus on Earth observation, whereas Spokes 8 and 9 on extraterrestrial observation.

Bio: Dr. Erasmo Carrera is Professor of Aeronautics and Astronautics at Politecnico di Torino. He acts as President of the Italian Association of Aeronautics and Astronautics, A.I.D.A.A and member of Accademia delle Scienze di Torino. He has been visiting professor at the University of Stuttgart, Virginia Tech, Royal Melbourne Institute of Technology, Tambov University, Supmeca, and Ensam.
Dr. Carrera has been responsible for various research contracts granted by public and private national and international institutions, including the European Community, European Space Agency, Thales Alenia Space and Embraer. He is founder and Editor-in-Chief of Advances in Aircraft and Spacecraft Science, Editor-in-Chief of Mechanics of Advanced Materials Structures, and Section Editor of Journal and Sound and Vibration.
He has introduced the Unified Formulation, or CUF (Carrera Unified Formulation), as a tool to establish a new framework in which to develop theories of beams, plates, and shells for metallic and composite multilayered structures. He has been the author and co-author of about 800 papers on the above topics. Carrera has been the recipient of various best paper awards and of the ‘JN Reddy Medal’. Professor Carrera has been a Highly Cited Researcher (Top 100 Scientist) by Thompson Reuters in two Sections: Engineering and Materials. He was confirmed HiCI in 2015 in the Section of Engineering. The only aerospace Engineering worldwide.
Due to his scientific outcoming, Professor Carrera has been recently awarded by the President of the Italian Republic, as an ‘Honorary Commendator’.

Title: Centro Nazionale per la Mobilità Sostenibile MOST: an Overview of National Research Perspectives for Air Mobility

Speech Overview: This invited presentation is an opportunity for a review of the research perspectives for air mobility as implemented by the National Recovery and Resilience Plan within the Sustainable Mobility Center (MOST – Spoke 1). The project involves several major Italian universities (Politecnico di Torino, Politecnico di Milano, Università di Bergamo, Università di Bologna, Università degli Studi di Roma “La Sapienza”, and University of Naples “Federico II”) and a team of companies and stakeholders (Leonardo, Poste Italiane, Accenture, Avio Aero, Thales Alenia Space Italia, and Teoresi). The focus of the project is the implementation of scientific and technical solutions applied to Advanced Air Mobility and Innovative Propulsion Systems for Aviation, according to the European leading agendas, enforcing a novel paradigm for the sustainable design of civil aircraft, based on the extensive use of both innovative comprehensive modelling techniques, including digital twin and air transport disruptive solutions, and ground / in-flight experiments. As a matter of fact, the presentation will provide a national overlook of ongoing and future activities.

Bio: Giorgio Guglieri is full professor of flight mechanics at Politecnico di Torino (www.polito.it). He carries out teaching activities in the Aerospace Engineering degree program of the Politecnico di Torino, as responsible of the courses in Introduction to Flight Mechanics and Helicopter Flight Mechanics. He is member of the steering board of the PhD Program in Aerospace Engineering. Giorgio Guglieri is a senior member of AIAA (American Institute of Aeronautics and Astronautics) and AHS (American Helicopter Society). He is involved in research activities in the following fields: flight mechanics of fixed and rotary wing aircraft, flight simulation, design of human-machine interfaces for robotics, development and testing of unmanned aerial systems, planning and mission control for autonomous systems, design of guidance, control and navigation systems for aircraft and spacecraft. As part of his research activities, he collaborates with academic institutions, research centers, networks and companies, both in Italy and abroad. He is co-founder of Mavtech srl, a spin-off of the Politecnico di Torino (from 2005 to 2015), presently an innovative SME operating at NOI Techpark in Bolzano (www.mavtech.eu). Giorgio Guglieri currently holds a Sailplane Pilot License (EASA SPL, status: valid). Giorgio Guglieri is national coordinator for Spoke 1 – Air Mobility (MOST – Sustainable Mobility Center – Centro Nazionale per la Mobilità Sostenibile).

Title: Advanced Simulation and Computing at Stanford University

Abstract: Jet engines, scramjets, rockets, and solar energy receivers have been the focus of a sequence of computational projects at Stanford University. Featuring a combination of computer science and multi-physics turbulence simulations, the research is funded by Department of Energy. within the Advanced Simulation and Computing (ASC) Program. A common theme of the applications above is the coupled nature of the physical processes involving turbulent transport, combustion, radiation, compressible fluid mechanics, multiphase flow phenomena, etc. The research portfolio includes the development of the engineering models and software tools required for the simulations of the overarching applications, and also innovations in high performance computing and machine learning aimed at enhancing simulation speed. To build confidence and improve the prediction accuracy of such simulations, the impact of uncertainties on the quantities of interest must also be measured. Multifidelity uncertainty quantification methods use hierarchies of generalized numerical resolutions and model fidelities to obtain accurate quantitative estimates of the prediction accuracy without requiring many detailed calculations. This talk will trace back the history of the four projects at Stanford and how the initial efforts targeting demonstrations on the fastest supercomputer in 2000 (ASCI White) have evolved to enable the present ensemble simulations on today’s exascale class machines (Frontier and Aurora).

Bio: Gianluca Iaccarino is Director of the Institute for Computational Mathematical Engineering (https://icme.stanford.edu) and a professor in the Mechanical Engineering Department at Stanford University. He received his PhD in Italy from the Politecnico di Bari (Italy) and has worked for several years at the Center for Turbulence Research (NASA Ames & Stanford) before joining the faculty at Stanford in 2007. Since 2014, he is the Director of the PSAAP Center at Stanford, funded by the US Department of Energy focused on multiphysics simulations, uncertainty quantification and exascale computing (http://insieme.stanford.edu/). In 2010, he received the Presidential Early Career Award for Scientists and Engineers (PECASE) award and in 2019 has been elected Fellow of APS. He has received best paper awards from AIAA, ASME and Turbo Expo Conferences.

Title: The interdisciplinary dimensions of the space civilisation: from geopolitics to outreach

Abstract: We are in particularly complex times, of redesigning the governance of the planet and in this uncertain and evolutionary scenario also the return to the Moon to stay there enters. At first glance it seems more of the same, after all we’ve already been to the moon, but that might not be the case. I use the word space civilization (coined by Amalia Finzi) which underlines a multidisciplinary, truly “cultural” enterprise, which requires the presence of man as the protagonist, where the engineering approach remains dominant because it is the industry that tells us how to do it, but where new questions require the contribution of a broader thought. We speak of the lunar economy, of the Moon as a laboratory where to develop low-consumption production techniques useful for the earth; as a privileged observatory free from the light pollution of the Earth, but the expected benefits, even if not perfectly known and long-term, derive from the technological thrust that can derive from this enterprise and therefore the conscious participation in the new great adventure of Man in space is a highly geopolitical question. Europe has no means of passenger space transportation; it was a historic decision by ESA to develop a complete industrial chain, except for human flight; its strategy for human flight relied on in-kind exchange contracts with NASA and Rosaviacosmos; today, after the retirement of the Shuttle and the renunciation of the Soyuz due to the Russia-Ukraine conflict, the only option available to Europe remains the rental of Space X’s CrewDragon, a private monopoly vehicle. It will be advisable to remedy this dependency as soon as possible. However, the decision is purely political in nature; it entails huge costs and therefore relies on the support of European public opinion. This would benefit from an awareness campaign, a more serious commitment from the media. The timeframe should be that of the decommissioning of the ISS expected by the end of the decade.

Bio: Franco Malerba is the first Italian astronaut: he flew in space with the Atlantis shuttle from 31 July to 8 August 1992, carrying the Eureca laboratory and the Italian “Tethered satellite” into space. The mission was the result of a collaboration between ASI and NASA and was the first manned mission of the Italian Space Agency.

Holds conferences as a Special Guest Speaker in corporate conventions, where he portrays the space mission as the archetype of universal professional values of commitment for shared objectives, of good practices in teamwork, of rigorous preparation for the unexpected and for change, making the best use of the human and technological resources available.

Education and post graduate research:
Graduated with honors in electronic engineering and physics at the University of Genoa, carried out research work at the Laboratory of Cybernetics and Biophysics of the CNR in Genoa (70-74) and as a Visiting Fellow at the National Institutes of Health, Bethesda MD, USA (74-75). Subsequently he was Visiting Scientist at the Space Science Department of ESA ESTEC in Noordwjik, Nl (79-81).

Space flight activity:
Was the Payload Specialist of the space shuttle Atlantis mission STS-46, (1992) followed the astronaut training at the NASA JSC center in Houston and took part in post-mission scientific and technical activities.

Professional roles in Industry:

Was European Product line manager at Digital Equipment for networking products in the Geneva European headquarters (78-83) and Strategic Projects manager for the Italian Telecommunications Industry (83-89) in Rome
Was European Institutional Relations officer at Alenia Spazio in Paris (99-05).

Political activity:

Elected Member of the European Parliament in the 1994-99 term, joined the European Popular Party. During his term in office was the Parliament Rapporteur for the European Space Policy initiatives and for the GNSS-Galileo satellite navigation program.
Served (05-013) as Scientific Attaché of the Italian Mission to OECD, ESA and the International Energy Agency in Paris.

Military status:
Was a Reserve Officer of the Italian Navy.

Daniele Ragni

Title: Laminar Separation Bubble Noise in Low-Reynolds-Numbers Rotors

Abstract: Laminar separation has recently become a topic of interest in applications encompassing rotors at low-Reynolds numbers. The presented study combines PIV and microphone measurements of a propeller with blades under both clean and forced boundary layer transition, to explain how the laminar flow features determine a different aeroacoustic footprint from what is usually predictable. By varying the propeller advance ratio J from 0 to 0.6, corresponding to a tip Reynolds number ranging from below 105, it is possible to investigate the vortex shedding from the laminar separation, which causes high-frequency noise appearing as a hump in the far-field noise spectra. Forcing the location of the boundary layer transition suppresses the laminarity of the flow, consequently reducing the noise emission of about 5 and 10 dB at J = 0.4 and 0.6, respectively. The study explains that the hump is constituted by tones of different amplitudes and frequencies, emitted by the scattering of the vortical features shed at different spanwise sections along the blade.

Bio: Daniele Ragni graduated in Thermo Mechanical Engineering at the Polytechnic University of Marche (2007). Obtained the Ph.D. in 2012 (Faculty of Aerospace Engineering TU Delft) and joined the section of Wind Energy in the AWEP Department in the same year. Associate professor in Aeroacoustics, he worked in the projects NWO-STWs Thames (2016), IPER-MAN (2017), Marie Curie ETN SMART-ANSWER (partner, 2016) and European Project ARTEM (partner, 2016). The research interests cover the development of experimental aeroacoustics (PIV) and its applications to rotors in low/high-speed. His background in wind energy and propulsion is engaging him in the extension of PIV-based pressure reconstruction in wind turbine and aircraft propeller blades for academic and industrial aerodynamics research. He collaborates with many academic institutes and research centres worldwide in the field of experimental fluid mechanics, aeronautics and aerospace.
